Direct
Subsidy Scheme School Receiving Government Subsidy
In
September 1999, we officially joined “the Direct Subsidy Scheme”
and became a fully government subsidized secondary school. There is
no doubt that parents may not have any ideas of the “Direct Subsidy
Scheme”. In fact, the origin of the Scheme was from the Third
Report of the Education Commission issued in 1987. The Scheme is important
in two perspectives. Firstly, the government subsidizes schools with
public funds (on a lump sum and on an individual basis, which are different
from other subsidized schools). Secondly, schools are given greater
autonomy (greater flexibility in the areas of finance, curriculum and
students admission). Mr. Cheng Kai-ming, an academic, commented that
direct subsidy is an advanced step of school-based management. Mr. Tsang
Wing Kwong pointed out that a directly subsidized school was a kind
of subsidized school enjoying an extra benefit from the government.
Whatever it may be, this brand new system empowers a school to have
its own autonomy and accountability; and motivates a school to carry
out reforms so as to provide parents with a wider scope of and better
quality of educational services. Therefore, some people say, “A
new hope of the government (in educational reforms) is on a directly
subsidized school”.

Since
our establishment, we are dedicated to providing different ethnic groups
with our educational services in Hong Kong. An integration of Chinese
and English speaking or multi-national students from diverse cultural
backgrounds becomes one of our most special features. In the 21st Century,
a time with virtually no international boundaries, our unique school
not only provides an ideal English learning environment to students
(our school is one of the 114 English secondary schools as stipulated
by the Education Department), but it also creates a remarkable multi-cultural
educational platform to broaden students’ international horizon

Students from the Mainland and Students of Ethnic Minority Groups
Our
school is composed of the ‘newly-arrival students from the Mainland?and
the ‘students of ethnic minority groups?(non-Chinese speaking
students). We possess ample managerial experience, comprehensive
support and guidance mechanism together with tailor-made school
curriculum to cater the needs of these students. In addition, we have
developed close collaboration relationship with social workers and
voluntary organization. All these make Delia Hip Wo a specialized
school to provide quality education services to the ‘newly-arrival
students from the Mainland?and the ‘students of ethnic minority
groups?
